  1. Rats on sidewalk are too-familiar sight in New York City neighborhoods. It happened in Queens – some Queens residents reported rodents to the city, and they faced unexpected consequences.

    91-year-old Esther Dalia, was fined after spotting rats running out of sewers. She
    never expected her bills to include expenses for rats. She claims she was fined for rats she reported running out of sewers, despite the hundreds of dollars she spent on extermination services.

    “I have two summonses for $300 apiece, and we appealed it. They denied the appeal,” she said.

    She says the city repaved a buckling sidewalk where rats were believed to be burrowing but did not reimburse her.

  2. Sidewalk Violations in NYC are usually issued under two circumstances:

    The first type is triggered by a direct 311 complaint assigned to DOT (Department of Transportation) to resolve. a HIQA (highway quality assurance) Inspector then investigates and issues a violation.

    The second type of violation is issued in response to a survey of neighborhoods deemed ready for an upcoming infrastructure construction project. Upon conducting the study, the city sends violation letters identifying deficiencies to correct the conditions.

    In both cases, owners are given a timeline to correct the deficiency. should they not comply the city has an option and obligation to correct the hazards and place a lean on the property to recoup the costs.

    It is usually cheaper to correct the condition on your own. However, many owners find it easier, for the city to do the construction. Many people do not want to deal with finding and controlling a contractor. Paying a monetary fine is easier.
