Code: Class C (official status)

Description: This is the most serious HPD Housing Maintenance Code violation. It means an immediately hazardous condition that can quickly harm tenant health or safety.

Practical Meaning: For a NYC homeowner, a Class C violation usually means critical problems like no heat or hot water, dangerous lead paint, serious mold, broken self‑closing doors, or severe rodent infestations. These conditions must be corrected very quickly, often within 24 hours or a short set number of days, and ignoring them can lead to high daily fines and emergency repair charges from the City.

Where You May See It: You will see “Class C” on HPD violation records, in HPDONLINE, and in emergency notices about heat, hot water, or life‑safety issues. It will also appear in Housing Court papers, HPD emergency repair notices, and letters from tenant lawyers or advocates when they describe very serious conditions in the building.

Why It Matters: Class C violations carry the highest risk and the strongest enforcement tools, including daily civil penalties, emergency repair actions by HPD (ERP), and possible criminal charges in extreme cases. Leaving Class C items open can quickly become very expensive and can damage your reputation with tenants, lenders, and future buyers.
