Description: (The Office of Administrative Trials and Hearings) is an independent New York City court that handles violation tickets and summonses issued by city agencies such as DOB, HPD, or FDNY. It is not a criminal court — a judge there decides whether a fine is owed and how much.

Practical Meaning: If you receive a notice to appear at OATH, you must respond to a city judge who will decide if you owe a fine for a building or housing violation. Ignoring an OATH summons can lead to a default judgment with extra penalties and make it harder to sell or refinance your property.

Where You May See It: OATH summonses mailed to property owners, ECB violation records in DOB BIS or DOB NOW, CityPay fine payment portal, HPD or FDNY enforcement notices, and title reports or closing documents.

Why It Matters: An unresolved OATH hearing can result in a default decision against you, increasing fines and creating a public record that affects your Certificate of Occupancy, insurance, and ability to sell or refinance. Responding on time and correcting the underlying issue is the only way to fully close the case.
