L2 – Civil Penalty Review Request

Code: L2 (DOB Civil Penalty Review Requests)

Description: (Civil Penalty Review Request) is a DOB form and request process used to ask for an override, reduction, or waiver of certain civil penalties for Work Without a Permit or Stop Work Order violations. It is a DOB request used to ask for a review, reduction, waiver, or payment processing of certain civil penalties connected to a work permit or violation. The request is submitted through DOB NOW for eligible BIS or DOB NOW: Build jobs.

Practical Meaning: An owner or applicant may need an L2 request before a permit can move forward when an open civil penalty is connected to the job. The applicant must provide the requested information, documents, statements, and signature, then submit the request for DOB review.

Where You May See It: You may see L2 in DOB NOW: BIS Options, the DOB NOW: Build dashboard, a BIS job record, a permit application, or a DOB request involving an open violation. In BIS Options, the applicant selects “+L2 Request”; in DOB NOW: Build, the applicant selects L2 from the job’s Filing Action column.

Why It Matters: An L2 request can affect civil penalty payment, waiver review, and permit approval. For a DOB NOW: Build job, the applicant may need to pay the full penalty or submit supporting documents for a waiver, and the L2 must be submitted and approved before the permit can be submitted.
