Description: (Tenant Protection Plan) - It is a written safety plan that explains how tenants will be kept safe, healthy, and able to use their apartments while construction or renovation is happening in an occupied building.
Practical Meaning: If work is done in a building where at least one apartment will stay occupied, the owner and contractor must have a Tenant Protection Plan approved before they get certain work permits. The plan must list how they will protect tenants from dust, noise, loss of essential services, blocked exits, and other construction problems.
Where You May See It: You may see “TPP” on DOB job filings, permit records, and online property profiles. You may also see a “Tenant Protection Plan Notice” posted in your building lobby, near elevators or stairs, and given to tenants when construction is happening in an occupied building.
Why It Matters: The TPP is important because it is the main document that forces owners and contractors to plan in advance how they will protect tenants. If there is no TPP, or if they do not follow it, the owner can be fined, and tenants may be at higher risk for safety, health, or access problems during construction.
