NYC Debt Demolisher Program Offers Relief on Eligible ECB Judgment Debt

NYC Debt Demolisher program
Debt Demolisher is administered by the NYC Department of Finance and covers eligible ECB judgments.

The program provides temporary relief on eligible judgment debt arising from unpaid violations issued by city agencies, including the Department of Buildings, Department of Sanitation, and Department of Transportation. It does not cover every city fine or automatically remove every open building violation.

What debt does the program cover?

Debt Demolisher applies to eligible outstanding Environmental Control Board (ECB) judgments associated with violations adjudicated by the Office of Administrative Trials and Hearings (OATH). An open violation or unpaid ticket is not necessarily an eligible judgment. Owners should check each judgment through the city’s official program instructions rather than assume that all debt connected to a building qualifies.

The program may help homeowners, building owners, small businesses, and other respondents with eligible judgments. For co-op and condominium communities, eligibility depends on the judgment and the person or entity named on it—not simply on owning an apartment or building.

How much can you save?

The reduction depends on the type of judgment and whether the respondent attended the OATH hearing:

  • If you missed the hearing and received a default judgment, the default fine and accrued interest are waived. You must pay 100% of the base fine.
  • If you attended the hearing and were found liable, accrued interest is waived and you pay 75% of the imposed fine.

The city says savings can reach 75% in some cases. That is not a flat 75% discount for every participant. Your actual savings depend on your eligible judgments.

Which judgments are excluded?

According to the city’s announcement, outstanding ECB judgments are excluded if any of the following applies:

  • The judgment was entered in court, also called docketed, after July 15, 2026.
  • It was included in an agreement with the Sheriff’s Office, a New York City Marshal, the corporation counsel, or a contractor of the corporation counsel.
  • It concerns a violation issued through the citizen-complaint process described in the city’s rules, such as certain idling or noise violations.
  • An execution has been issued to the Sheriff’s Office or a New York City Marshal to enforce the judgment.
  • The violation has been converted to a tax lien.
  • The violation is the subject of a criminal investigation.

Paying the debt does not replace required corrections

Some judgments require both payment and corrective action. For those judgments to be resolved through Debt Demolisher, the issuing agency must approve the correction and the Department of Finance must receive confirmation by January 10, 2027.

For a DOB-related judgment, do not assume that paying the reduced amount automatically closes the underlying building violation. Contact the Department of Buildings about any required corrective work and Certificate of Correction. For violations issued by another agency, contact that agency about its requirements.

How to check eligibility and participate

Start with the official NYC Debt Demolisher program page. Follow the city’s instructions to search for judgments using your name and address, ticket number, or OATH ID number.

The city’s summons system lists outstanding OATH-adjudicated ECB judgments and indicates whether each one is eligible. You can select eligible judgments, accept the program’s terms and conditions, and pay the reduced amount in full. Eligible participants can also pay at a Department of Finance business center.

The program ends on January 10, 2027. If your judgment requires corrective action, allow time for the issuing agency to review and approve the correction and for the Department of Finance to receive confirmation before the deadline. For assistance, call 311 or visit a Department of Finance business center.

What this means for building owners

If you have old ECB judgment debt, Debt Demolisher may reduce the amount you need to pay. Check each judgment, confirm any correction requirements, and use the official city system to verify eligibility and the amount due. The opportunity is to resolve qualifying debt at a lower cost while completing any required compliance steps—not to erase all violations associated with a property.
