This is meant to keep the building stable and prevent movement that could damage the structure itself or neighboring properties.

Foundations, including footings and pile caps, must be placed deep enough into the ground so they are not affected by freezing and thawing; in practice this usually means going at least several feet below the surface so they stay below the local frost depth. When submitting plans, the design professional must show key details such as the type and quality of soil, the size and layout of footings, the amount and type of steel reinforcement, and the required insulation and energy-code-related details for the foundation.

Special inspections and permits are mandatory for foundation work, with notification requirements to adjoining property owners as part of the process governed also by the NYC Administrative Code.
